User uploads via a web browser have been enabled:

http://electrichideout.no-ip.org:8080

An FTP client can also be used via:

ftp://electrichideout.no-ip.org/

For both, the login details are:
Username: UserFTP
Password: EIAS

This gives access directly to the Files/FTPUpload folder.
